循環經濟 學程簡介

2. Bring out enhanced innovation of theories in CE and creation of new research frontiers by learning from the significant issues the Linear Economy causes

This CE-Program is an international and interdisciplinary extracurricular Master’s program, in Circular Economy (CE). This CE-program provides enrolled students with professional skills that are linked with each other, but scattered across the existing departments in our university. Upon completion of the required courses and degree program, NCKU will award an additional diploma certificate in “Circular Economy”.

Missions of the program
1. Educating students to have the capacity to understand theories in CE and to acquire the skills to apply them in the real world.
2. Bring out enhanced innovation of theories in CE and creation of new research frontiers by learning from the significant issues the Linear Economy causes.

This CE-Program is the first inter-college, and international program, targeted to a mixed student body composed of working professionals, mid-career students, and continuing university students that are enrolled in at least one of the Master’s degree programs in the university. Additionally, this CE program can be promoted internationally as an exchange semester program to NCKU, possibly combined with a 15 credits Chinese language program.

NCKU strives to better serve in the Asia-Pacific and global community with its competitive and practical research achievements. To this end, this program assumes an important mission to aggressively bring in CE perspectives in any region and industry and existing disciplines, especially in related fields of Economy, Politics, Environmental Engineering and Design.

NCKU believes that the region of the South and Southeast Asia will continue to increase its level of importance on the world. From matters ranging from environment, to climate change, to politics, and to cultural issues, we will be involved in a spectrum of issues that will affect the world today and tomorrow. This is the time to grab hold of the opportunities we have to embrace our region with cooperative projects and research that will in turn involve and shape the world.


CE program unique in Asia; Asia Uniqueness in CE
About 30 universities globally have a CE program, which is recognized by the EllenMacArthurFoundation. This list is completely lacking any Asian universities. This is a target and opportunity for NCKU. Simultaneously it should also diversify itself from existing CE programs globally. eg: MOOCs from NCKU should have another aim or sub-topic then existing MOOCs. This shall also match the strategic positioning of Taiwan in SE-Asia: CE NCKU should embed Taiwans’ expertise in manufacturing and IT (HighTech); it should also focus on CE opportunities for SE-Asia, in focusing research how to implement CE in developing regions (Southbound Policy).

This CE-Program consists of 15 credits in total as extracurricular certificate. The credits must include the CE Intro Course and the CE Pilot. Additionally 10 credits need to be obtained from CE Elective courses.

CE Intro course: This 3 credit course is to be done as start of the CE-Program
CE Pilot: his 2 credit course is an extension to the students Graduate thesis project. The course can be done online.
CE Elective courses: Student require to take 10 credits of CE Elective Courses; These courses are strongly related to CE, given by various departments. A list of CE Elective courses is provided on the CE-program website, and students can apply to include more courses as this list. These may be from other universities. After a complete application, there is a 3 week review period to decide if the courses can be included as CE Elective courses.

The Certificate can almost be acquired in 1 semester or thorough the Master program. The only exception is the CE Pilot course that is to be done afterwards, parallel to the Master thesis; this course can be done online. Credits can be combined with the actual MSc of the student. Foreign exchange students from Universities who are also pioneering in CE are encouraged to join the program for 1-2 semester (potentially including a Chinese language program). Therefore sufficient courses should be offered in English as well as Participating Taiwanese students are expected to have good comprehension of English.

The Certificate can be acquired in 1 semester or thorough an MSc program. Credits can be combined with the actual MSc of the student. Structure of courseware rules:
1. CE program should be started with CE Intro Course. (no CE Elective courses can be obtained before starting with CE-intro course, parallel is possible)
2. 10 credits from CE-Elective Courses should be taken. This means 4-5 courses.
3. CE Elective Courses should be from 3 or more different Multi-Disciplines.
4. CE Elective Courses may be up to 6 credits from other universities.
5. After 9 credits for the CE-Program have been obtained the student can start the CE-pilot.
6. After completion of 15 CE credits from the CE-Program + completion of Graduate thesis, the student can obtain the CE extracurricular certificate.

On CE Elective Courses:
A list of CE Elective courses is provided on the CE-program website, and students can apply to include more courses as this list. These may be from other universities. After a complete application, there is a 3 week review period to decide if the courses can be included as CE Elective courses.

On CE Pilot: (see syllabus CE Pilot Course)
1. No attendance is needed for this course. This enables exchange students do this course back in their home university by email. Thus, exchange students can obtain the CE-program in a 6 months exchange.
2. Student may email the instructor for a starting briefing, mid-review and final review. Student can submit the final report at any time. The instructor, plus one external committee will grade the report within 6 weeks (9 weeks in summer recess). All contact with instructor can be done on-line.

On receiving the CE-Program certificate:
When the student thinks she/he has completed all requirements for the CE-Program, she/he may apply for receiving the certificate by emailing the CE-Program admin staff. In this email the student shall list all obtained CE courses, together with the enrollment dates. Admin staff shall (dis)approve the application within 6 weeks (9 weeks in summer recess).
